Our Waitlist is Opening
November 27, 2023-December 10, 2023!

The Housing Authority of Thurston County (HATC) will open the waiting lists to receive applications (also referred to as pre-applications) for the following programs on Monday, November 27 - Sunday, December 10:

  • Housing Choice Voucher
  • Evergreen Vista Apartments (Project-Based) two and three-bedrooms
  • Martin Terrace Apartments (Moderate Rehabilitation) one and two-bedrooms

Due to the volume of applications we receive, HATC will do a computerized "lottery" style drawing of the applications to determine placement on each waitlist. We will hold a separate lottery for each list. Below is the number of applications that will be drawn for each list:

  • Housing Choice Voucher (HCV) will draw 1,700 applicants to be placed on this waitlist
  • Evergreen Vista (Project-Based) will draw 1,000 applicants to be placed on this waitlist
  • Martin Terrace (Moderate-Rehabilitation) will draw 200 applicants to be placed on this waitlist

Program Information:

Housing Choice Voucher (HCV)
The HCV program is a tenant-based assistance program and also referred to as "Section 8". HCV participants select their own housing from units offered by private and non-profit landlords in Thurston County. Participants pay approximately 30% to 40% of their income towards rent and utilities.

Evergreen Vista Apartments (Project-Based, Two and Three-bedrooms)
This is a Project-Based assistance program and is opening for two and three-bedroom units only. Project-Based assistance means that participants who are admitted to this program will live in a designated unit at the Evergreen Vista Apartment complex located in Olympia, WA. Once a participant has lived there for at least one year, they will be eligible to transfer to a tenant-based (HCV) voucher, if funds are available, to be able to move.

Applicants who are selected will be placed on the waitlist specific to their bedroom size. HATC determines the appropriate number of bedrooms for the family unit size. For HATC occupancy standard guidelines, please click here: Determining Family Unit Size

Martin Terrace (Moderate-Rehabilitation, One and Two-bedrooms)
Participants on this program receive assistance for living at the Martin Terrace Apartments located in Lacey, WA. Participants on this program do not receive an option to receive a tenant-based voucher (HCV). Assistance is only given while living at this property. Martin Terrace consists of one and two-bedroom units only. For HATC occupancy standard guidelines, please click here: Determining Family Unit Size

What You Will Need to Apply:

Please make sure you have all of the following before attempting to apply.

  1. Full name and the Date of Birth for all household members listed on your application
  2. Social Security Numbers for all household members listed on your application
  3. Annual Income information for all household members (including minors) listed on your application
  4. Active Email Address An email address is not required to apply, but we do recommend it. If you do not have an email and would like to create one, you can create one for free at Gmail.com or Outlook.com.

How to Apply:

We will be accepting online pre-applications from Monday, November 27,2023 at 12:01 am - Sunday, December 10, 2023 at 11:59 pm. Applications must be submitted by 11:59 pm on December 10, 2023 or else it will not be accepted. Paper applications will not be available. If you do not have internet access, you may complete the application at the HATC office located at 1206 12th Avenue SE, Olympia, WA 98501 during our office lobby hours of 10:00 am - 3:00 pm. You may also go to your local library, ask assistance from friends and family, or seek assistance from local service provider agencies.

Am I income eligible to apply?
Low-income households of all sizes are eligible to apply. The income limits to qualify are listed below by household sizes.

1 Person - $35,900
2 People - $41,000
3 People - $46,150
4 People - $51,250
5 People - $55,350
6 People - $59,450
7 People - $63,550
8 People - $67,650

 

Do I have to live in Thurston County?
No. However, applicants that live or work within Thurston County will be given first preference. Applicants that meet the Thurston County residency preference will be served with priority if one or more of the following preferences is met:

  • Families with minor or disabled adult children
  • Single Individuals who are pregnant
  • Single adults or couples who are age 50+
  • Single adults or couples who are disabled
  • Single individuals or couples who are victims of Domestic Violence or hate crimes
  • Single individuals or families who are experiencing homelessness

Can I apply more than once during this application period?
No. When you apply, you will need to list each person in your household. Anyone on that list cannot apply to the waitlist again during this period. Any duplicate applications will be denied.

When will I know if I was selected to be placed on the waitlist?
Starting February 2024, we will contact applicants to inform them if they were selected to be placed on any of the waitlists or not. To view your application status, you can go to www.waitlistcheck.com. You will need your User ID and Password that you created when you applied. If you do not remember that information, you can still check using your date of birth and social security number that you applied with.

If I am selected to be on a waitlist, what happens next?
If you are selected, you will be notified and placed on the waitlist you are selected for. Once you reach the top of the list, we will contact you to begin verifying if you are still eligible. In order to check your status, please go to the online portal at www.assistancecheck.com and log on using the same User ID and Password that you created for Waitlist Check. If you did NOT create a User ID and Password with Waitlist Check, then you will need to create an Applicant account on assistancheck.com. Through the applicant portal you will be able to check your status on the waitlist, update contact information, add or remove family members from your household, and send messages.

If I am selected, do I need to do anything while I am on the waitlist?
You will need to make sure you update your contact information with us if it changes. If your name reaches the top of the list or if we send you an Information Update request and you do not respond, you will be removed from the waitlist. If you are removed from a waitlist, you would need to reapply when the waitlist is open again. If you have been notified that you've been selected to be placed on a waitlist, go to the online portal at www.assistancecheck.com to create an Applicant account if you have not already done so. Through the applicant portal you will be able to check your status on the waitlist, update contact information, add or remove family members from your household, and send messages.
