Parking lots might seem simple, but they have important standards under NSPIRE (National Standards for the Physical Inspection of Real Estate). If you manage or own properties with parking areas, here’s what you need to know to stay compliant.

When Do NSPIRE Parking Lot Standards Apply?

Parking lot requirements only apply if your property owns or maintains the lot. If a city, county, or another third party takes care of the parking area, you may not be responsible for its condition during the NSPIRE inspection.

Two Key Parking Lot Deficiencies to Watch For

If your property owns or maintains the parking lot, there are two main issues NSPIRE inspectors will check:

  • Severe Potholes
    To be a problem, potholes must be at least 1 square foot in size and more than 4 inches deep.
    These usually happen in colder climates but can appear anywhere.
    A severe pothole is considered a moderate defect, meaning it must be repaired within 30 days. It also causes the property to fail the inspection.
  • Standing Water (Ponding)
    Standing water must be more than 3 inches deep and cover more than 5% of the parking lot area to be cited.
    This is also a moderate defect requiring repairs within 30 days. It’s mostly found in flood-prone or poorly drained areas.

What Issues Are NOT Deficiencies?

Good news—cosmetic issues are not cited during NSPIRE inspections. These include:

  • Surface cracks
  • Spalling (surface chipping or flaking)
  • Loose debris
  • Faded striping or paint

Only the two key problems listed above require action.
